Police Complaints Commissioner is sought 20 June 2007

The Department of Home Affairs is currently advertising for a Police Complaints Commissioner following the resignation of the previous post holder.

The Commissioner, who is appointed for an extendable three year term, is responsible for overseeing the investigation of complaints in respect of the Isle of Man Constabulary.

Home Affairs Minister Martyn Quayle MHK explained: ‘The value of an independent person to act as Commissioner is to ensure impartiality in the investigation by senior police officers into complaints made against the police. The Commissioner does not investigate those complaints but is responsible for supervising the investigation on behalf of the community and reporting back to the Department. ‘I would like to take this opportunity to express my gratitude to Mrs Rosemary Penn for undertaking the post during the past five years.’

The number of complaints made against the police has ranged in recent years from 26 complaints in 2001-2 to eight complaints in 2003-4 to 20 received in 2005-6. There is no requirement for the Commissioner to have a legal background but because of the increasing legal complexities it is beneficial.

The Department is currently undertaking a review of the complaints procedure and anyone applying for the position is advised that the role may change. More details can be found on the DHA website: or by contacting Claire Newall by telephoning 694323.
