Improvement Scheme For Governor’S Bridge 4 October 2007

Approval for a major revamp of Governor’s Bridge and the A18 Bemahague Road will be sought when Tynwald reconvenes this month.

If approved, the first phase of the Governor’s Bridge improvement scheme would start on November 5th and be completed before the 2008 TT. Phase one will focus on the A18 Bemahague Road and the Department believes improvements are vital for several reasons.

This section of the road is inconsistent in its width and isn’t wide enough to permit the free flow of trucks, buses and coaches when they pass in opposite directions. In addition, the stopping sight distance on the approach to the mini-roundabout, and on the bends, do not meet acceptable standards, whilst the mini-roundabout itself is inadequate to deal with the current volumes of traffic at peak times. There is also a need to improve the existing pedestrian road crossing facilities on the Governor’s Road approach to the mini-roundabout.

Schemes Manager Jim Davidson explained:

‘The aim is to improve road safety and traffic capacity by providing the necessary road width and forward visibility on Bemahague Road with improvements to the junction with Governor’s Road. Phase one would see the construction of a new 7.3-metre wide carriageway for two-way traffic through land adjacent to Government House. The “old” section of road could be retained as part of the traditional TT circuit. The existing mini-roundabout at Governor’s Bridge would be replaced by a full-sized conventional roundabout which will allow two lanes of traffic on each approach.’

Although the majority of the work on this scheme would be carried out away from the existing highway to keep disruption to a minimum, there would be two periods when road closures are necessary. The first would be mid-November, when the Bemahague Road would close to traffic from Governor’s Hill to Governor’s Bridge, with a traffic management scheme in place.

The second is scheduled for mid-March until mid-April, when all three approach roads to Governor’s Bridge would close to traffic to allow for the new roundabout to be built.

Whilst phase one of this scheme has been designed as a stand-alone project, phase two is being developed. The second phase is intended to improve traffic flows at the Victoria Road roundabout, with a proposed new link road that would go across the top of Summerhill Glen on a bridge, parallel to the existing road between Governor’s Bridge and Victoria Road junctions. This would also allow traffic to travel between Governor’s Road and Victoria Road during TT and MGP road closures.
