Applications sought for Deputy Surveillance Commissioner post 7 February 2007

The Department of Home Affairs is inviting applications from people interested in the new post of Deputy Surveillance Commissioner for the Isle of Man.

Advertising the post follows the appointment last month of retired UK prison governor Brendan O’Friel as the Island’s first Surveillance Commissioner.

Home Affairs Minister Martyn Quayle MHK explained:

‘The part-time position of Surveillance Commissioner came about following the progression of the Regulation of Surveillance Etc. Bill which came into force in December. The Deputy will undertake similar duties to the Surveillance Commissioner whilst providing cover in the absence of the Commissioner, or in the event of a conflict of interest.’

The Department expects the position of Deputy Surveillance Commissioner will suit someone with a legal background or relevant experience.

The duties of the post holder will include:

  • 1. scrutinising the authorisations for surveillance as soon as practicable;
  • 2. approving authorisations in those cases where his approval is required
  • 3. quashing an authorisation or cancelling an authorisation where necessary
  • 4. ordering the destruction of records
  • 5. keeping under review the exercise and performance, by the persons on whom they are conferred or imposed, of the powers and duties conferred or imposed under the Act.

The Deputy Surveillance Commissioner will be in post for a period of three years and will be eligible for re-appointment following that term.
