Report on the Consultation on Government’s Financial Support for Training under Formal Agreement 10 May 2007

The Department of Trade and Industry recognises that raising vocational skills at all levels and in most sectors is the most important issue facing the Isle of Man economy. In recent times, DTI has endeavoured to use its existing funding to increase support for vocational training wherever possible. Prior to the 2006 General Election and after careful consideration, DTI concluded that the significant funding provided to subsidise trainee wages (under formal agreement) could be utilised more effectively in new or expanding training programmes. Having taken this difficult decision, the Department then consulted widely on its proposal to reallocate resources.

However, the Department is aware that some concerns remain and so the Minister has determined that a further round of consultation is to take place to ensure that all interested parties are involved and are fully aware of the rationale behind the Department policy. A consultation document will be sent out this week and interested parties will be invited to participate by forwarding their views.

Trade and Industry Minister, David Cretney MHK, commented: ‘My Department is conscious that some small employers may be concerned about this proposal but, in order to minimise the impact of this change, the Department have planned a long transition period to full implementation. It has been recognised that substantial benefits have been highlighted by a range of sectors if resources can be reallocated to fund increased vocational training. Indeed, much work has already been done to support a range of new ‘pilot’ programmes.’
