Financial Sanctions: Al-Qa'ida and Taliban 2 October 2007

This news release is issued in respect of the financial measures taken against Al-Qa'ida and the Taliban. On 21 and 27 September 2007 the United Nations Sanctions Committee approved a number of amendments to existing entries on the UN Consolidated List maintained under Resolution 1390 (2002). The majority of the changes take the form of text being added to the positions of individuals to clarify that they refer to positions held during the Taliban regime.

The following sets out only those entries where the amendments are thought to be directly significant to the identity of the relevant target:

Individuals

[ABDUL JALIL] HAQQANI, Abdul Jalil

Title: Maulavi/Mullah

DOB: 1963

POB: Arghandaab district, Kandahar province, Afghanistan

a.k.a. JAN, Nazar

Nationality: Afghan

Position: Deputy Minister of Foreign Affairs of the Taliban regime

Other Information: Believed to be in the Afghanistan/Pakistan border area. Member of the Taliban's leadership Council as of May 2007. Member of the Financial Commission of the Taliban Council.

[EZATULLAH] HAQQANI, Ezatullah

Title: Maulavi

DOB: 1957

POB: Laghman province, Afghanistan

Nationality: Afghan

Position: Deputy Minister of Planning of the Taliban regime.

Other Information: Believed to be in the Afghanistan/Pakistan border area.

HAQANI, Jallalouddine

Title: Maulavi

DOB: 1942

POB: Khost province, Zadran district, Afghanistan

a.k.a.

  1. HAQANI, Jalaluddin
  2. HAQQANI, Jallalouddin

Nationality: Afghan

Position: Minister of Frontier Affairs of the Taliban regime.

Other Information: Active Taliban leader. Believed to be in the Afghanistan/Pakistan border area. Reportedly deceased in June 2007.

Financial institutions and other persons are required to check whether they maintain any accounts or otherwise hold any funds, other financial assets, economic benefits and economic resources for the individuals named. If so, they should freeze the accounts or other funds and report their findings to the Sanctions Officer.
