Port St Mary Harbour Improvements Scheme 2 November 2007

The Department of Transport has recently advertised for expressions of interest from suitably experienced marine contractors to join the design team currently developing a scheme for the improvement of Port St Mary outer harbour.

Engaging a knowledgeable and experienced contractor during the early stages of the development of a scheme is known as Early Contractor Involvement (ECI) and it is widely acknowledged to be beneficial in the long term.

ECI has been steadily introduced in the UK over the past ten years and is now frequently used by the Department of Transport for large and medium sized schemes. Captain Brew continues :

“We are confident that this approach is appropriate for this scheme. ECI usually reduces the likelihood of claims by the contractor during the construction phase and also produces good quality and cost effective results. I must stress that the Department is in consultation regarding the need for and feasibility of the scheme and has no firm commitment to progress beyond this stage for the time being”

Recruitment of the contractor is being managed by the Department’s Project Manager, Mr Ian George of Hyder Consulting (UK) Limited.
