Oral Question 7

For Oral Answer:The Hon Member for Onchan (Mr Karran) to ask the Minister for Health and Social Security –

  1. What is the breakdown of wages and administration costs for home care hourly work; and
  2. what are the proposed increases in costs for the following year?

Answer

Mr Speaker

  1. The breakdown of home care wages per hour is as follows:
    • Monday – Friday £12.11
    • Saturday £17.18
    • Sunday £22.26

    This includes employer’s costs; i.e., superannuation, NI and travel expenses (fuel).

    The administration cost of £6.16 per hour covers:
    • Staff Training
    • Uniforms/Protective Clothing
    • Support/Administration Services
    • Managers/Administrative Staff
    • NHI and Pensions Holidays
  2. The Department has not commenced its review of its cost structure for the next financial year.

For Oral Answer:The Hon Member for Onchan (Mr Karran) to ask the Minister for Health and Social Security –

What safeguards are in place to ensure that the most vulnerable of our community will not be hardest hit by your Council of Ministers’ policy of cutting 10% of your Department’s spending?

There is no policy in place and this question is without foundation. Providing services in support of the most vulnerable members of our community is integral to the purpose of the Department.

For Oral Answer:The Hon Member for Douglas North (Mr Henderson) to ask the Minister for Health and Social Security –

Can you confirm or otherwise that the recent price hike to “Home Care” and the frugal usage of heating in your residential homes are all part of a cost cutting and saving exercise designed to meet your request to all areas of the DHSS to study ways of making 10% reductions, and confirm that in fact this ‘impact assessment’ has now turned into a reality?

No they are not as there was no directive from me that budgets were to be cut by 10% therefore the question is incorrectly based.

For Written Answer:The Hon Member for Douglas North (Mr Henderson) to ask the Minister for Health and Social Security –

  1. Have you completed your review of information from all of your Departmental sections, areas, divisions, works and anywhere that a request was made to study the impact of a 10% budget reduction/ saving would have, or where it could be made, and if so what was the outcome in all cases and will any cuts/ savings be implemented in any DHSS areas; and
  2. if the answer is ‘yes’, what will be the effect in all cases
