Civil Service Commission - Pay Proposals 17 September 2009 The Civil Service Commission notes the outcome of the ballot conducted recently by the Government Officers Association in respect of the Commissions proposals for pay for the Civil Service with effect from 1st April, 2009. Discussions in relation to the Commissions proposals will continue to be conducted with representatives of the Government Officers Association through the established negotiating procedures. Nonetheless, in taking discussions forward the Commission has to be mindful of the prevailing economic climate, its impact on local businesses and employment, and issues of affordability including possible consequences in respect of Governments revenues and expenditure. The Commission is also aware that the funding for any increase in Civil Service pay and benefits would have to be found from within existing budgets and it is believed that this could only be achieved through cuts in public services and/or the loss of jobs. The Commission remains of the view that the proposals it has tabled provide a sensible balance between the use of public funds and the reasonable treatment of staff having regard to current pay and benefits.
